Dominica, officially the Commonwealth of Dominica, is an island nation in the Lesser Antilles region of the Caribbean Sea, south-southeast of Guadeloupe and northwest of Martinique. Why Commonwealth of Dominica? In June 26 1996 the Offshore Bank Act was legislated. This Act offers progressive legislation with flexible company structures and efficient incorporation procedures. The privacy of shareholders is guaranteed under the Act at section 112. Dominica is a secure offshore jurisdiction, and its banking legislation is based on the Offshore Banking Act 1996 and Offshore Banking (Amendment) Act 1997. Offshore banks in Dominica can provide a wide spectrum of services (Dominica issues bank license type "A"), but it cannot provide its services to Dominican residents or companies. Confidentiality? Section 112 of the Offshore Act 1996 makes it an offence punishable by a fine of US$25,000.00 and imprisonment for two years for any officer, auditor or official liquidator to reveal any information regarding the company except by an order of the Court on an application by the Attorney General relating solely to activities which are criminal under the laws of Dominica.
